Some sites automatically installing cookies even without visits. I was looking at what cookies where in Chrome, I set Chrome to automatically wipe out cookies at close, but it seems allmangas bring back some cookies on startup. I set up allmangas reader to follow just english sites, so I was specifically cookies from Mangaholic and S2scans that kept on reappearing after Chrome wiped them out at closing. I had to manually deactivate those sites to stop those sites from automatically adding cookies to Chrome via the Allmangasreader options.

Is this normal? Little bit weird that those two sites specifically keep adding in cookies even though I don't visit them, are they tracking cookies or something>

It's because we load the entire list for those sites, so the cookies are set by default. Don't worry, you can change the behavior of chrome, so it won't store cookies of those sites, but I don't see what good it will bring to you.
